1080 parlementaires européens condamnent l’annexion des territoires palestiniens

Jean-Luc Mélenchon et plusieurs élu(e)s de la France insoumise ont signé, aux côtés de 1080 parlementaires de toute l’Europe, une lettre appelant l’Europe à agir clairement contre l’annexion annoncée par le gouvernement israélien de 30% des Territoires Palestiniens.

Sur proposition d’Avraham Burg, ancien président Travailliste du Parlement israélien, de Michael Ben-Yair, ancien procureur général d’Israël et Juge par intérim à la Cour suprême, Naomi Chazan, ancienne députée et vice-présidente de la Knesset et de Zehava Galon, ancienne membre de la Knesset et présidente du parti Meretz, Jean-Luc Mélenchon et plusieurs élu(e)s de la France insoumise ont signé, aux côtés de 1080 parlementaires de toute l’Europe, la lettre ci-dessous appelant l’Europe à agir clairement contre l’annexion annoncée par le gouvernement israélien de 30% des Territoires Palestiniens.

Le soutien à cette initiative s’inscrit dans la volonté d’inscrire le combat pour le respect du droit international dans le cadre le plus large possible. Tous les partisans sincères d’une solution de paix au Proche Orient basée sur les résolutions de l’ONU encadrant la création aux côtés d’Israël d’un Etat palestinien viable doivent, par-delà leurs divergences, s’opposer à une annexion qui liquiderait tout espoir de paix juste et durable.

Cette demande d’une réaction à l’échelle européenne doit toutefois se défaire de toute naïveté. Les fractures européennes sur le sujet sont telles qu’une position commune claire suivie de décisions concrètes risque de se heurter aux alliances nouées depuis des années entre le gouvernement israélien et les gouvernements de droite et d’extrême droite européens portent leurs fruits. Le ministre israélien des affaires étrangères a d’ailleurs d’ores et déjà remercié les dirigeants polonais, hongrois, tchèques, slovaques ou encore autrichiens, qui se sont dès mai démarqués des premières déclarations de J Borell, Haut réprésentant de l’UE pour les affaires étrangères, contre l’annexion annoncée.

Si le gouvernement israélien met en œuvre son annonce, et si l’Union Européenne s’avère incapable de la moindre mesure concrète, la France aura le devoir d’aller au-delà des mots, l’impuissance de l’UE ne devant pas, le cas échéant, servir de prétexte à l’inaction.

La lettre des 1080 parlementaires

Nous, parlementaires de toute l’Europe, attachés à un ordre mondial réglementé, partageons nos graves préoccupations concernant le Plan Trump pour le conflit israélo-palestinien et de la perspective imminente de l’annexion par Israël de 30% des territoires palestiniens. Nous sommes profondément inquiets du précédent que cela créera pour les relations internationales dans leur ensemble.

Depuis des décennies, l’Europe promeut une solution équitable au conflit israélo-palestinien, sous la forme d’une solution à deux Etats, en conformité avec le droit international et les Résolutions du Conseil de Sécurité de l’ONU. Malheureusement, le plan du Président Trump s’écarte des principes et engagements convenus au niveau international. Il promet en réalité un contrôle israélien permanent sur un territoire palestinien fragmenté et bafoue la souveraineté des Palestiniens en donnant un feu vert à Israël pour annexer unilatéralement des pans importants de la Cisjordanie.

Conformément au Plan Trump, le nouvel accord de coalition stipule que le gouvernement israélien mette en œuvre cette annexion dès le 1er juillet 2020. Une telle décision sera fatale aux perspectives de paix israélo-palestinienne, et remettra en cause les normes fondamentales qui guident la communauté internationale, notamment la Charte des Nations Unies.

Nous sommes profondément préoccupés par l’impact de l’annexion sur les vies des Israéliens et des Palestiniens, ainsi que par son potentiel déstabilisateur dans une région aux portes de notre continent. Ces enjeux ne sont pas moins prégnants au moment où le monde est aux prises avec la pandémie du Covid19, la plus grande urgence collective à laquelle nous ayons été confrontés depuis des décennies.

Conformément à l’engagement de long terme de l’Europe en faveur d’un réglement pacifique du conflit israélo-palestinien, nous demandons aux dirigeants européens d’agir de manière décisive face à ce défi. L’Europe doit montrer la voie en rassemblant la communauté internationale pour prévenir l’annexion et sauvegarder les perspectives de la solution à deux Etats et d’une résolution équitable du conflit.

Les représentants européens, dont le Haut Représentant Josep Borrell, ont déclaré que l’annexion « ne pourra pas rester sans réaction ». Nous supportons cette déclaration : l’annexion de territoires par la force n’a pas sa place en 2020, et doit avoir des conséquences proportionnées. L’absence de réponse adéquate encouragerait les autres Etats ayant des revendications territoriales à ne pas respecter les principes fondamentaux du droit international. L’ordre mondial fondé sur des règles  est au cœur de la stabilité et la sécurité à long terme de l’Europe. Nous avons un intérêt et une responsabilité de le protéger.

Une réponse durable au conflit doit répondre aux aspirations et impératifs de sécurité légitimes, et garantir l’égalité des droits des Israéliens et Palestiniens. L’Europe a les outils diplomatiques pour promouvoir ces objectifs équitables, et nous nous tenons prêts à soutenir ces efforts.

The letter by 1080 parliamentarians

We, Parliamentarians from across Europe committed to a rules-based global order, share serious concerns about President Trump’s plan for the Israeli-Palestinian conflict and the imminent prospect of Israeli annexation of West Bank territory. We are deeply worried about the precedent this would set for international relations at large.

For decades, Europe has been promoting a just solution to the Israeli-Palestinian conflict in the form of a two-state solution, in line with international law and relevant UN Security Council Resolutions. Regrettably, President Trump’s plan departs from internationally agreed parameters and principles. It promotes effectively permanent Israeli control over a fragmented Palestinian territory, leaving Palestinians with no sovereignty and giving a green light to Israel to unilaterally annex significant parts of the West Bank.

In line with the Trump plan, Israel’s new coalition agreement states that the government can move forward with annexation as soon as 1 July 2020. Such a move will be fatal to the prospects of Israeli- Palestinian peace and will challenge the most basic norms guiding international relations, including the UN Charter.

We are profoundly concerned about the impact of annexation on the lives of Israelis and Palestinians, as well as its destabilizing potential in a region on our continent’s doorstep. These concerns are no less serious at a time when the world is struggling with the COVID-19 pandemic, the largest collective emergency we have faced for decades.

In appreciation of Europe’s long-term commitment to a peaceful resolution of the Israeli-Palestinian conflict, we ask European leaders to act decisively in response to this challenge. Europe must take the lead in bringing international actors together to prevent annexation and to safeguard the prospects of the two-state solution and a just resolution to the conflict.

European representatives, including EU High Representative Josep Borrell, have stated that annexation “could not pass unchallenged”. We fully support this: acquisition of territory by force has no place in 2020 and must have commensurate consequences. Failure to adequately respond would encourage other states with territorial claims to disregard basic principles of international law. The rules-based global order is central to Europe’s own long-term stability and security. We have a profound interest and responsibility to protect it.

A lasting solution to the conflict must meet the legitimate aspirations and security needs and guarantee equal rights of both Israelis and Palestinians. Europe has the diplomatic tools to promote this just goal, and we stand ready to support such efforts.
